What Optimism is

Optimism is an optimistic rollup: it executes transactions away from Ethereum's main chain, then posts the transaction data back to Ethereum so anyone can check the results. Transactions are assumed valid unless someone challenges them with a fault proof during a challenge window, which is why moving funds from Optimism back to Ethereum through the native bridge takes about a week, while transfers inside the network settle in seconds.

The code that runs Optimism is published as the OP Stack, an open-source framework other teams use to launch their own chains. OP itself does not pay for gas on the network (fees are paid in ETH). Its role is governance. The Optimism Collective uses a two-chamber design: the Token House, where OP holders or their delegates vote on protocol upgrades and grants, and the Citizens' House, which votes on Retroactive Public Goods Funding, a program that rewards projects after they have shown useful results. That split is an explicit attempt to keep funding decisions from depending only on who holds the most tokens.
